Foxflash V1.3.9 Update: OBD VR File add MED17, PCR2.1, EDC17

Foxflash ECU Chip Tuning Tool updated OBD VR file, manager, and checksum fix in the newest Manager Tool V1.3.9 on Dec.26th, 2023. The highlight of this upgrade is that the OBD VR file function has added support for MED17.5.25, PCR2.1, SIMOS18.1, EDC17C74 and other models.
